Tender for Safety Stewarding Services

Dragons Stadium Limited is seeking additional support for its in-house security team for fixtures held at the stadium.

The level of support required will vary from match to match, depending on the event risk assessment and the availability of in-house staff. The contract will run for two years, with periodic reviews throughout the term.

An initial estimate of staffing requirements will be provided at the start of the contract for each fixture. This estimate will be indicative only, with final staffing numbers confirmed in the weeks leading up to each match.

The successful applicant will be assessed against the following criteria.

Supplier Experience & Capability

  • Company MUST hold an SIA ACS accreditation in Security guarding.
  • Demonstrated experience providing stewarding services at sports venues, stadiums, or large public events.
  • Demonstrate experience of providing stewarding services for EFL or other professional league Football.
  • Proven capability to manage crowd safety and event operations.
  • Ability to provide references from comparable venues or organisations.

Staffing Provision

  • Supply adequately trained safety stewards and supervisors
  • Maintain sufficient staffing levels for all fixtures and events.
  • Provide contingency cover for sickness, no-shows, and short-notice requirements.
  • Ensure all staff are legally entitled to work in the UK including completion of right-to-work and have been appropriately vetted.

Training & Qualifications

Provider to evidence ability to provide staff with the following qualifications:

  • SIA Door supervisors
  • SIA CCTV
  • Level 2 award in spectator safety.
  • Level 3 award in spectator safety.
  • Any other training provision offered by the applicant.
  • Staff who are customer focused with a professional and welcoming disposition.

Health & Safety Compliance

Tenderers must provide:

  • Health & Safety Policy.
  • Risk assessment procedures.
  • Incident management processes.
  • Safeguarding policy.
  • Equality and diversity policy.

Insurance Requirements

Minimum cover for the applicant:

  • Employers' Liability: £10 million.
  • Public Liability: £10 million.

Tenures to provide evidence of compliance.

Performance Standards (KPIs)

Expected service standards for the successful candidate include:

  • 98%+ staffing fulfilment rate.
  • 100% matchday attendance and punctuality.
  • Incident reports submitted within specified timescales.
  • Full training compliance.
  • 100% provision of staffing details to safety officer team on matchday prior to deployment.

Pricing Submission

Tenderers should provide a breakdown of:

  • Hourly rates for Level 2 and Level 3 spectator safety staff.
  • Hourly rates for SIA Door supervisor staff.
  • Hourly rates for SIA Door supervisor Team leaders.
  • Hourly rates for SIA CCTV operators.
  • Hourly rate for SIA Hospitality sector staff.
  • Minimum shift length (hours).
  • Cancellation of service minimum period.

Tenderers should also provide any other additional charges (e.g. bank holidays, deployments with Body worn cameras, short-notice call-outs, travel, training, uniforms).
